This report was prepared by the Paris Pact Coordination and Analysis Unit (CAU) of the UNODC Regional Office for Central Asia (ROCA) and benefited from the work and expertise of UNODC ROCA sub-office staff in Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan.

The Paris Pact is an international partnership to combat trafficking in and abuse of Afghan opiates. At the first Ministerial Conference on Drug Routes from Central Asia to Europe, held in Paris in May 2003 more than 60 countries and international organizations agreed to join forces in order to limit the flow of opiates from Afghanistan to and through all countries along the trafficking routes.  more...

The Afghan opium situation looks grim, but it is not yet hopeless. The problem is increasingly localized in southern provinces along the Pakistan borders, where populations face threats reminiscent of what happened there a decade ago. Good results in the north-east demonstrate that progress is possible. It will take time, money and determination -- worthwhile investments to spare Afghanistan and the rest of the world more tragedies.  more...
